JAY KUMAR is the President of Economic and Technical Consultants, Inc. Mr. Kumar has been testifying since 1972 as an expert witness in over 200 regulatory and judicial proceedings before the Federal Energy Regulatory Commission, numerous state regulatory commissions, Canadian provincial commissions and Federal and State courts. In addition to providing consulting services, Mr. Kumar has also worked for the Pacific Gas and Electric Company and Standard Oil Company of California. He has served as an advisor to the White House and the U.S. Senate Subcommittee on Energy, and as an alternate member of the Pipeline Committee of the International Standards Organization. He has authored more than twenty technical papers. Mr. Kumar holds an M.S. in Mechanical Engineering from the University of California, Berkeley, a post-graduate diploma in Petroleum Engineering from the French Petroleum Institute, and a B.S. degree in Petroleum Technology from the Indian School of Mines, India. He has also taken numerous courses in economics, finance, accounting and business administration. Mr. Kumar is also listed in the Marquis Who's Who.
RICHARD HOWES, Ph.D., is Senior Economist with ETC, Inc. He specializes in energy, the environment, and public utilities. Dr. Howes has analyzed energy, environmental and related issues for the U.S. Departments of Interior, Defense, Agriculture, Transportation, and Commerce. He has consulted with the U.S. Agency for International Development and the World Bank on energy issues abroad. He was an economic advisor to the governments of Montana, Maryland and New York. Dr. Howes served as Associate Professor of Economics at the University of Maryland, where he taught and conducted research in the economics of energy, the economics of the environment, economic development, and government policy analysis. Dr. Howes received his Ph.D. degree from the University of Pennsylvania where he specialized in applied economics. He holds an M.S. degree in Agricultural Economics, and a B.A. degree in Economics from the University of Connecticut.
JAY DEHEJIA is an internationally known telecommunications consultant in the areas of market feasibility studies, market development and expansion and financial engineering. He has developed and implemented telecommunications projects for several American and European corporations. He has helped in the development of telecommunications regulations in India and Hungary. Mr. Dehejia has been the Executive Vice Chairman of Alcatel South Asia Pacific, Ltd., Chief Executive of ITT International Marketing Group’s Asian Region and advisor to U.S. West International. He has an MA degree from Cambridge University and an MS from the University of California, Berkeley.
EDGAR BERNSTEIN, an economist, is an associate of ETC. His experience encompasses the fields of finance, economic feasibility, estimate of economic loss, statistical analysis, discrimination and anti-trust. He has provided expert testimony before 27 jurisdictions in the U.S. as well as participating in international cases. He served as Vice Chairman of the District of Columbia Public Service Commission and earlier was employed by the Pennsylvania Public Utilities Commission. Mr. Bernstein holds both M.A. and B.A. degrees in Economics from the University of Pittsburgh.
JACK LUNDBERG, P.E., an associate of ETC, provides engineering and management consulting services to electric utilities and industrial users of electric power. He specializes in evaluation of power supply generation and transmission resources. He received his M.B.A. from New York State University and a B.S.E.E. from the University of Wisconsin. He is also a registered Professional Engineer.
STANLEY KROPEWNICKI, a professional engineer, is an associate of ETC. His engineering expertise is in electrical power generation, transmission and distribution systems for utility, industrial, commercial and governmental clientele. He has participated in planning, design, construction, operations, and project management activities. He has served as a member of the U.S. Department of Energy's Lawrence Livermore National Laboratory Peer Review Team. Mr. Kropewnicki has been employed as a Principal Engineer for a major consulting firm, and as an Assistant General Manager and chief Engineer for the Brownsville Texas Public Utilities Board. Mr. Kropewnicki holds a BS degree in Electrical Engineering from the City College of New York.
RUTH ANN SELIGSON is Director of Accounting Services at ETC. She conducts evaluation of issues dealing with fuel procurement, rate design, cost of service studies, anti-trust, wheeling, and tax effects on rates. She is also responsible for coordinating the preparation of testimony and exhibits. Ms. Seligson is a C.P.A. and holds an M.S. in Taxation from American University, Washington, D.C., and an M.B.A. from the University of Maryland. She also holds a B.S. degree in Business and a B.A. in Sociology received as a dual degree student at the University of Maryland.
DAVID COOKSON collaborates with ETC’s senior staff on cost allocation, rate design, bill auditing, database maintenance, monitoring FERC and state Orders and the preparation of memos and proposals. He holds a B.A. from Curry College and is a M.A. candidate in Urban Planning from the University of Maryland, College Park.
JAN ABBOTT is an analyst responsible for statistical analysis, economic modeling and reviewing competitive bids. He provides assistance to ETC’s senior staff members. He holds a BS in Mathematics and Economics from Wayne State University.
